James Treacy

Jim has been a partner with TrueTandem since its inception in 2004. Prior to this he was Vice President of InScope’s Microsoft Consulting Group (MCG). At InScope, Jim was responsible for bringing innovative Microsoft Solutions to federal agencies and commercial clients across the country. Jim joined InScope from Microsoft Corporation where he was a lead services manager for the Microsoft Civilian Practice. Prior to this role, he held several positions at Microsoft including East Region State and Local Government (SLG) Director, National e-Gov Solutions Manager and SLG Account Manager.
Throughout his career at Microsoft, he led several government projects, including portal solutions and strategic vertical solutions to help states and other units of government achieve their technology objectives. He assisted federal agencies by coordinating government-wide initiatives together with Microsoft’s technical and sales professionals, ensuring an end result of a fully developed Microsoft Enterprise Business Value integration. Prior to his tenure at Microsoft, Jim was vice president of Civilian Government and Commercial Accounts at API/Wang Global. Earlier, he was Vice President of Business Development at Opnet Systems Inc., a software development consulting firm.
Jim holds a B.A. in Political Science and Music from The American University.
Steve Breiseth
Partner
Steve is a Partner at TrueTandem. Previously, Steve was with InScope Solutions. As Vice President of InScope’s Technology Practices, Steve brought 15 years of business development, sales training and management, and channel development to InScope. As Vice President of Business Development, he was responsible for the establishment of both annual and monthly sales objectives to meet InScope’s business plan. He also coordinated the specific objectives of the sales plan with all of the functional departments of the company.
Steve began his career with Verizon in sales. During his six-year career, he was promoted to sales trainer and a district manager with responsibility for multiple regions. He moved to Exodus Communications (now Cable and Wireless) in 1998 and again moved from sales to management, for the last four years directed the sales force in the Mid Atlantic and Southeast regions. Responsible for contracts in excess of $26 million annually for fiscal year 2002, Steve was experienced in building sales teams that close large scale, solution oriented deals.
Steve holds a BA degree from the College of William and Mary.
David Tilghman
Vice President, US Public Sector Consulting Services
David has an extensive level of experience in selling, marketing, and delivering information technology solutions to the US Public Sector marketplace. He has been a certified Project Management Professional (PMP) and MBA since 2001, as well as a Microsoft Certified Professional since 1997.
Prior to joining TrueTandem, David started his professional career with the Digital Equipment Corporation's US Federal Government sales organization, and witnessed DEC's merger with Compaq Computer Corporation, and later, Hewlett-Packard Company. During his 8+ years with DEC/Compaq/HP, David successfully took on a variety of challenging roles within the Federal Sales & Marketing organization which included Principle Pre-Sales Technical Support Consultant, Solutions Architect, Speciality Sales Professional, Program Capture Manager, Program Implementation Manager, as well as Federal Partner / Marketing lead for several targeted marketing campaigns to various high profile Federal Agencies. Upon leaving HP, David joined the Microsoft US Public Sector team.
During his 5+ years with Microsoft, David spent several years in Microsoft's Federal Civilian Services organization as an Engagement Manager, and later, as an Enterprise Services Sales Executive for accounts such as the US Department of Agriculture, US Department of Education, US Postal Service, HUD, and EPA. While in Microsoft Services, David consistently led and managed one of the largest and top performing Microsoft Consulting and Premier Support Services businesses within Microsoft's Civilian Services organization. David later joined Microsoft's Enterprise Products Group (EPG) as the Account Executive to very high profile agencies such as the Executive Office of the President, the United States Congress / Capitol Hill, and the US Department of State. In his final year with Microsoft, David was awarded the Microsoft Federal VP's Gold Star Award, as well as his Account Team Unit's "Big Dawg Award", an honor that goes to the team's top performing sales executive for the fiscal year.
David is a proud native of Baltimore, MD and has a Bachelor's Degree in Engineering Physics from Morgan State University and an MBA from the University of Maryland University College.
