Our Team

James Treacy

Jim has been a Partner with TrueTandem since its inception in 2004. Prior to this he was Vice President of InScope’s Microsoft Consulting Group (MCG). At InScope, Jim was responsible for bringing innovative Microsoft Solutions to federal agencies and commercial clients across the country. Jim joined InScope from Microsoft Corporation, where he was a Lead Services Manager for the Microsoft Civilian Practice. Prior to this role, he held several positions at Microsoft including East Region State and Local Government (SLG) Director, National e-Gov Solutions Manager and SLG Account Manager. Prior to his tenure at Microsoft, Jim was Vice President of Civilian Government and Commercial Accounts at API/Wang Global. Earlier, he was Vice President of Business Development at Opnet Systems Inc., a software development consulting firm. Jim holds a B.A. in Political Science and Music from The American University.

Steve Breiseth

Steve is a Partner at TrueTandem and brings over 20 years of business development, sales training, management, and channel development experience. Previously, Steve Co-Founded InScope Solutions and was charged with leading the key practice areas across the business. In this role, he was responsible for the establishment of both annual and monthly sales objectives to meet InScope’s business plan. He also coordinated the specific objectives of the sales plan with all of the functional departments of the company. Steve began his career with Verizon in Sales. During his six-year career with the organization, he was quickly promoted to Sales Trainer and then to District Sales Manager with responsibility for multiple regions. In 1998, Steve joined Exodus Communications (now Savvis Communications) and directed the sales force in the Mid-Atlantic and Southeast regions. During his tenure he oversaw tremendous revenue and customer growth while gaining experience in building sales teams that closed large-scale, solution-oriented deals. Steve holds a B.A. degree from the College of William and Mary.

Major General (Retired) Stephen T. Rippe

Executive Vice President

General Rippe oversees TrueTandem’s Business Strategy and Operations. He has over 30 years of leadership and management experience. Prior to TrueTandem, General Rippe was the past President and CEO of The Army Distaff Foundation and Knollwood, a Military Continuing Care Retirement Community. Prior to his appointment at The Army Distaff Foundation and Knollwood, General Rippe served as the Vice President, Middle East Operations, for L-3 Communications, in Abu Dhabi, United Arab Emirates. As head of the Middle East corporate office for the sixth largest defense company in the U.S., he was responsible for strategic planning, coordination, and identification of business opportunities. General Rippe enjoyed 29 years of military service. During his last three years on active duty, General Rippe served at the Pentagon as the Vice Director/Director of Management for the Joint Staff. General Rippe’s overseas leadership and management experience includes two tours in the Republic of Korea, two tours in Germany, and a tour in the State of Kuwait, where he was the senior U.S. military officer. General Rippe received a B.S. in Business Administration from Norwich University and was commissioned in infantry as a Distinguished Military Graduate. A graduate of the National War College, he served as a ranger, parachute and aviation qualified infantry officer, and he earned a Master of Military Arts and Science from the Advanced Military Studies Program.

James Taneyhill
Senior Vice President

As Senior Vice President, Jim leads TrueTandem’s Sales and Business Development team and is responsible for strategic operations, business development and capture for all market segments within the organization. Jim brings over 15 years of executive leadership experience to TrueTandem and has extensive experience in building and leading high performing teams to drive revenue expansion across both the public and commercial sector. Previously, Jim served as Chief Revenue Officer at COVATA where he was responsible for creating a go-to-market strategy for the global launch of COVATA offerings worldwide. Prior to that, Jim served as Chief Executive Officer at BT Federal Inc., where he oversaw the entire operations and governance of BT Federal Globally. Previously, Jim served as Chief Executive Officer at Alcatel Government where he developed and implemented high-growth market strategy for the government market which led to the creation of Alcatel Government Solutions (AGS). Jim began his career at AT&T and holds a B.S. in Business Administration from Towson University.

Rick Kehl
Chief Financial Officer

As Chief Financial Officer at TrueTandem, Rick oversees all aspects of the company’s day-to-day accounting and financial needs. In addition he serves as the Company’s representative in all banking, insurance and facility needs. Prior to joining TrueTandem, Rick spent eight years as the Accounting Director at an international development company. He played an instrumental role in transitioning the company into a publicly traded company upon being acquired. Rick started his career spending ten years in public accounting specializing in audits of small to mid-sized government contractors. Rick is a 1993 graduate of the Rochester Institute of Technology and received his CPA certificate from the state of Maryland.

Sophy Kang
Vice President of Program and Contracts

Sophy has a robust contracts, business and program management background with demonstrated domain expertise driving efficiencies across numerous work streams throughout the contracts, program and project lifecycle. She is a natural leader with over 17 years of management, acquisition, finance and strategy consulting experience. Previously, Sophy was a Senior Program Manager at Government Contract Solutions, Inc., where she had oversight in large federal programs that were funded by the American Recovery and Reinvestment Act of 2009. Prior to that, she performed senior program and contracts management duties for eNTEGRITI, Inc. Sophy also spent five years at Riggs Bank, NA, International Division, Asia Pacific Region, where she built International Business relationships and maintained all projects and accounts within the parameters of all banking and financial compliances for over 28 Embassies and Foreign Missions in the Asia Pacific region. Sophy holds a Bachelors of Science degree in Business Management from the University of Phoenix. She is also PMP certified.
